New Memorandum by Miriam Frey and Carmen Wieslhuber
OEI Memorandum No. 52 by Miriam Frey and Carmen Wieslhuber analyzes the regional growth process in Kazakhstan for the period 1998-2008. In particular, the authors look at σ- and β-convergence. Given the growing variation in gross regional product over time, σ-convergence cannot be found for Kazakhstan. The data show that there is also no evidence for absolute β-convergence. In contrast, the Kazakh regions even seem to diverge.

Special issue of "comparativ"
In a special issue of "comparativ", Katrin Boeckh and Natali Stegmann (University of Regensburg) published the results of the international workshop in February, 2010 in Regensburg, on "Veterans and War Victims in Eastern Europe". In several articles, the description of the social care about Veterans and War Victims in the Soviet Union, in Poland, Czechoslovakia, Yugoslavia, and Kosovo in the 20th century gives an overview of the different policies in these countries.

Article on the concept of “Soviet people” in Ukraine by Katrin Boeckh
The Soviet Union considered itself a state that solved the question of nationalities in a manner satisfying all the needs of the people concerned. Since the 70s, it intensified its propaganda of the concept of the “Soviet people”, into which all nationalities living in the USSR would merge. A new article by OEI historian Katrin Boeckh on The concept of “Soviet people” in Ukraine (original German title: Das Konzept des Sowjetvolks und die ukrainische Nation) points out the substance of this concept and its realization in Soviet Ukraine. The article is published in a collected volume, edited by Andreas Kappeler, with the title Ukraine: the Processes of Nation Building (original German title: Die Ukraine. Prozesse der Nationsbildung) (Böhlau Köln, Weimar, Wien 2011).

Free movement of labor: positive effects dominate
Beginning with 1 May 2011 labor markets will finally be opened for workers from the new EU member states in Central and Eastern Europe. Memorandum No. 51 by Michael Knogler gives a brief survey of previous restrictions and discusses the impact of free movement of labor on Germany and the new member states.

This issue discusses the mobility of workers in the European Union in the context of the transitional arrangements for the new Member States of the Union.

On January 13th, EU Commission President Barroso and the President of Azerbaijan Ilham Alijew signed a Joint Declaration on the so-called „Southern Corridor". For Azerbaijan, whose peak-oil production will be over in some years, the document opens the way to attract foreign investments into the nascent gas sector. For Turkmenistan, the EU is only one of many potential buyers of Turkmen gas, and by far not the most attractive one.
